From my understanding this form is use to claim how much money you are bringing in the Russia. Is there a limit and a min.?
Or am I missing the whole picture?

no minimum and no maximum BUT if you bring more than $1,500 cash you MUST declare it or you will not be able to leave the country with it afterward. (I.E. bring in $10,000 and only spend $5,000 you forefit $3500 when exiting the country IF you did not declare the $10,000 on the way in)

ATMs are pretty much everywhere so bring travelling money and don't worry about it. It costs me $3.50 to withdraw funds in Russia from a Wachovia checking account, plus you get it in rubles so no need to find a beaurex de change

If you are staying outside Moscow/St Petersburg and don't drink heavily, you can get by easily on less than $20.00 per day, including eating out, transportation and attractions.
