From 1st of December, 2005 Some Russia City Codes Are Changed. From 1st of December, Russia city codes with the “0”digit at the beginning, will start by the digit “4” instead of “0”, (Except the code of the Kaliningrad region “011”, which is changed by “401”.) For example: The code of Moscow “095” is changed by code “495”. According to the same Order the transitional period will be established from 1st of December 2005 to 31st of January 2006, during which the simultaneous work of networks with active code numbers and new introduced codes will be provided. From 1st of February, 2006 only new codes will be working. An Example: to make a call to Moscow please dial:
818-7(country code) – 495 (Moscow code)–xxxxxxx (subscriber number)

I've noticed this on some of the Tver websites... thanks Conner I appreciate the reminder.

My wife calls her family pretty much every day. Today, I could tell she heard a recording when she called... and it likely was in Russian.

Hey Conner... do you know what prompted the change?

Just wondering if the provinicial phone systems are being upgraded... something along that line?
