Need a better connection

So I talked to E tonight. She lives in the Ukraine. Connection was pretty bad, almost impossible to hear.

What phone service have you found to provide the clearest connection?

Using calling cards? Using At&T? Using cell phone?

To complicate the matter I live in Hawaii, which means my phone call will go via fiber to California, then jump to Europe. She uses a cell phone on her side.
I am open to any suggestions. Or should I just accept that I will always get a poor connection?
