He should know that the woman is asking, which by the 'definition' is a scammer... so the firm you worked with WAS promoting scammers... If they consistently asked for money to various men and the agency was honest, they should have removed them and told the guy that she was a scammer... Foreign men are usually warned and notified of that, but it is up to men to decide. Some men become so dazzled though that they do not care - they just want a beautiful girl.
