I think he is referring to the Presidential elections next year. He stated earlier in the year an increase of propaganda directed against Belarus from the West as well as from Russia. This was according to the BELTA agency.

He also went on to say "In the worst Cold War traditions, new transmitters are being aimed at Belarus' territory every day such as, Voice of America and Radio Svaboda. The TV transmitters located in neighboring countries, especially those in Russia, concede little in terms of the bias and aggressiveness of their anti-Belarusian propaganda."

He stressed that in comparison with these outside broadcast services Belarusian TV channels are still inferior in terms of programming. He went on to state that Belarusian TV should exert influence on public opinion, as well as help to form it; and that television should not be just constrained to informing on events from a defensive position. Lukashenka's charge to TV journalists was : We must not justify our course, but defend it against all kinds of slander.

At the same time he explained that he does not interfere in the television's activities, but observes very, very attentively the development of the national mass media. "This is one of the priorities of my work," said Lukashenka.

Politologue Valery Karbalevich said : "An information war really rages today in Belarus. Yet it is not a war waged by the whole world against us, but a war waged by Lukashenka's Belarus against the whole world. This is the way analytical broadcasts of the Belarusian TV constantly describe the situation. The enemies are everywhere."

Karbalevic also stated that: "Conspiracies against Belarus is one of favorite topics of the Belarusian president. While important political campaigns are taking place, these conspiracies are perceived as becoming ever more sinister, evil and omnipresent. The counter-propaganda is then correspondingly intensified," This was stated by an expert in an interview with the BelaPAN agency.

I assume this is what it all refers to, but I could be completely wrong?
