MOSCOW, September 20 (Itar-Tass) - The final wording of the Constitutional Act of the Belarus-Russian Union State will be agreed in Moscow at a meeting of the bilateral commission on October 20, said chairman of the State Duma Committee on Constitutional Legislation and State Construction Vladimir Pligin, speaking at a news conference on Tuesday.

Belarus and Russia have been working on a 'Union' treaty for several years now, it is mostly political posturing but it does have some tangible manifestations such as the fact that there is no real border between Belarus and Russia (in the sense of 'Customs' posts and 'Immigration Control'). More significant issues such as currency union are endlessly discussed but always end up being delayed and obfuscated on technical grounds. With Presidential elections due in Belarus next year this is basically a part of the imperialistic, anti-Belarusian, Russophilic propaganda engine that underpins the Lukashenko presidency ...it has little practical significance since any real 'union' would implicity reduce the Belarusian President to the status of an Oblast Governor (at best) and that is not something that is likely to be accepted by the "powers that be".
