The girl I have been writing to would like to be able to at least recieve text messages from me and hopefully send them also. So far I have had no luck in getting them through
Anyone have any thoughts on how this can be done??? I am using a service called ipipi, and the tech person there says I should be able to do it
me and my fiancee just sms thru our mobiles. Costs me 20p per sms.

I had the same problem with ipipi.com. I can send SMS successfully to everyone except my girl.
I found a website for her service provider and can send directly through them for free. Ask your girl what her service provider is (Beeline, MTS, Megafon, Kievstar, etc...) and then just google it with "SMS". You should be able to find a page where you can send SMS to her.
I get SMS from my girl on a Russian cell phone that somehow roams here (U.S.) and picks up Cingular/ATT. When I run out of money she can put money on my account in Russia.

You need to check with your Mobile (Cell) provider that they have an agrement with the Russian networks. If not then they will not be sent on to her mobile.
I found this out from my mobile operator here in Ireland. Every network has to have an arrangement with the other network.
