Since I understand there is Matchmaking agency aspect to this site with an office in Mogilev I thought the following might be of interest:

"Society/decree-Lukashenko-humans-trafficking
Lukashenko signs decree against human trafficking

Minsk, 9 March. Aleksandr Lukashenko on March 9 signed a decree against human trafficking, said the Belarusian
leader's press office.
The decree specifies punishment in the form of prison sentences, property forfeiture and bans on certain office
positions for all crimes relating to human trafficking.
Under the decree, matchmaking and foreign employment agencies are required to obtain licenses from the interior
ministry. Foreign employment agencies' earlier licenses are effective until July 1.
To apply for licenses employment agencies must provide full information about and contracts with foreign
employers.
The decree requires model agencies to obtain licenses from the education ministry before July 1.
Those who wish to study abroad or to adopt Belarusian children must apply for permits also to the education
ministry.
Casting for roles in advertising projects and with the aim of finding a job abroad may be arranged only by local state
employment services or licensed model and employment agencies.
The decree bans the involvement of foreign companies or foreigners in the production of advertisements for
domestic goods and services.
Permission of the interior or education ministry is required for advertising foreign employment and education
services.
The decree stipulates punishment for the distribution or display of pornography to legal minors.
It is designed to eliminate human trafficker loopholes and create a legal framework for the consistent work of
government agencies to clamp down on human trafficking in Belarus, the press office said."

I think the bottom line here is "licence from the ministry" and gvt's are willing to tolerate all sorts of activity ... as long as they can tap into it and get tax revenues from it. You know what d'Tocqueville once said - there isn't anything a gvt short of money won't do ...

Eryk: I have a question for you, assuming you are in Belarus, are any of the participants/offenders in the sex-slave trade being named in Belarus?

I am not finding the names of the individuals or the agencies that are involved.

I do live in Belarus and so far no specific individuals or organisations have been identified. I suspect the intention is to give them notice that their days are numbered by publicising the new law and then to launch a crackdown when the new license regime is fully up and running. That is how these things usually work here anyway.

From what I read in a Polish magazine yesterday (or Saturday) it will also be required to have special permission from the state to marry a foreigner.

Not true, at least so far (although it is already a fact in Turkmenistan). I have heard those rumours too but so far they haven't had the guts to actually draft such legislation.
