Rice to express concerns on Russian democracy
By Saul Hudson

BERLIN (Reuters) - U.S. Secretary of State Condoleezza Rice is set to express her concerns about rule of law and democracy in Russia, as well as pressing her hardline case over Iran's nuclear ambitions.

The former Soviet specialist, on her first trip abroad as the top U.S. diplomat, meets her Russian counterpart, Sergei Lavrov, in Turkey after a brief stopover in Poland en route from Germany.

Ahead of her eight-nation tour of Europe and the Middle East meant to repair ties with partners like Russia frayed over the U.S.-led war in Iraq, Rice complained the Kremlin had accumulated too much power and noted concerns over the judiciary's impartiality.

"In terms of Russian domestic affairs, obviously, there you have to make your arguments and continue to make your arguments and sketch a shadow of the future should things not improve," Rice said on Saturday.

In December, the State Duma approved President Vladimir Putin's plans to scrap gubernatorial elections and allow the president to nominate governors and he has allowed an apparently politically-motivated case to proceed against a major energy company.

Still, Rice said Washington's diplomacy had resolved a clash with Russia over Ukraine.

Late last year, Putin supported the winner of a rigged presidential election in Russia's neighbour but U.S. pressure helped force a rerun which was eventually won by the West-leaning candidate who had angered Moscow.

"You can certainly stand on principle. And in the case of Ukraine standing on principle worked," Rice said to describe how Russia accepted the final results and has since sought to work with Ukraine's new leader Viktor Yushchenko.

Russia opposed the U.S. invasion of Iraq but has also slowly sought to ease tensions over the war. Moscow cautiously welcomed Sunday's elections in Iraq in comments U.S. officials said was a sign it wanted to focus on the future rather than continue past diplomatic battles.

Three-year Ukraine-EU Action Plan signed in Brussels

Kyiv, February 21 (Interfax-Ukraine) – The three-year Ukraine-EU Action Plan was approved in Brussels on Monday, Oleh Rybachuk, the vice-premier for European Integration, has told reporters.

"I've heard from my European partners that if we prove to be able to abide by the agreement, we'll hear considerably more specific proposals from the European Union," he said following the official ceremony of signing the document.

The Action Plan had been preliminarily approved by Ukraine and the EU Council. Ten proposals to strengthen relations between the European Union and Ukraine within the Action Plan were passed at the ministerial-level meeting of the European Council on common foreign and security policy (CFSP) on Monday.

These proposals were prepared by EU Secretary-General and High Representative CFSP Javier Solana and EU Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner.

Hopefully, this will include sorting out the poor situation with their

Russia pays 10 million dollars for info on slain Chechen leader

MOSCOW (AFP) - Russia said a 10-million-dollar bounty enabled it to locate and kill Chechnya's separatist leader Aslan Maskhadov as a popular daily cast doubt on the official version of how the moderate rebel chief was slayed.

"After a monetary reward in the sum of 10 million dollars (7.4 million euros) was announced in September 2004 for information about the whereabouts of terrorist leaders, the FSB was approached by citizens who gave the necessary data," a spokesman for the successor service to the Soviet-era KGB told AFP.

"This aided in determining the exact location of international terrorist and Chechen band leader Aslan Maskhadov, as well as the carrying out of a special operation" which led to his death, he said Tuesday.

"These citizens were paid the monetary reward in full," said the spokesman.
