Actually its something they start work with since september 2003 and since the summit in April 2004, there should been a group of officialls from EU and Russia working on this.
Now I believe its time to the politicians to start talk about this paper they have come up with.

I have previously post this, and the most optismicstic report say 2007, but I think everybody understand thats not for reel. maybe 2011 or 12.
