What is the least expensive way to send money to my fiance in Yoshkar-Ola, Russia? She has a bank account there and I have all the routing info but it is 20.00 to send through my bank. Someone suggested sending an ATM card to her from an account I have set up here and then just depositing money into that account and telling her when I do so, so she can take it out through an ATM. Is this possible. Any other suggestions would be appreciated. I hate paying 20 or 30 dollars each time I send money since she doesn't hardly make that much in a whole week. I would rather see her have it.

For about 8 or 10 $, they issue a visa elektron card and personally give it to your GF.
To transfer 100$, they charge about 4. And you can do it all by web and the money is at the card 15 minutes after, you press the enter button.

If you are in the States or Canada, the ATM card is the way to go.

Western Union will probably cost 10% of the amount sent but it is very fast and reliable. I have used Western Union 3 times so far no problems yet.

I also suggest iKobo.com as Jutman, and you can send her money from your credit/debit card.
Very fast and reliable, but spend little more the first time (10/15 $ depending on where she lives) and have them send the free VISA debit card by courier (they give you the option); my girlfriend received the card in 5 working days even if she lives far from the main cities, and they used DHL for this (even called her before delivery).
You can check the rates on their web site. After she gets the card you can recharge it immediately from the web site, but they give you basic limit of 500$ per month (that's what I have as limit at least).

This is what many do if you are in the U.S. or Canada. It is the least expensive method.
I don't know what would work best if you are in another country. I believe that Jutman and Andy's advice is best if you're in Europe.

Try MoneyGram. It's cheaper than Western Union although they only have one agent in the whole of YO.
If you're in LA, there's 2 agents in West Hollywood (Santa Monica Blvd. between Fairfax & La Brea)

She told me there's no ATM machine in her town.
I use MoneyGram, it's cheaper than WU.
Last time I sent $100 thru an agent in West Hollywood and it only cost $6.

I send my in-laws money every month using an ATM card. I have an account and I only put money in it for them. It costs me $2 per withdrawal.
