Here are the "OFFICIAL" Customs regulations, rules and restrictions for traveling to Belarus, which I gathered directly from the Ministry of Foreign Affairs of the Republic of Belarus website:

Customs formalities of entering and leaving the Republic of Belarus

The following goods cannot be transferred through the customs border of the Republic of Belarus by physical persons (import and export) without a special permission:

fire-arms and ammunition of any kind, of military patterns, military equipment;

narcotic, psychotropic, toxic, poisonous, virulent, radioactive and explosive substances;

printed and audio-visual materials, other information media that can do harm to political and economic interests of the Republic of Belarus, to its State security and to the health and morals of the population;

other goods, which import and export is banned according to the legislation of the Republic of Belarus.

Transfer of currency through the customs border of the Republic of Belarus.

The export of foreign currency in cash from the Republic of Belarus by physical persons without special permits and without obligatory declaration is allowed in the amount not exceeding US$ 3 000 (three thousand United States dollars) per person, or its equivalent in other foreign currencies according to the official exchange rate of the Belarusian ruble to the corresponding foreign currency at the moment of customs declaration of the exported currency.

The export of foreign currency in cash from the Republic of Belarus by physical persons with the obligatory declaration, but without special permits is allowed in the amount of no more than US$ 10 000 per person, or equivalent in other foreign currency.

If the amount of the exported foreign currency in cash exceeds the established limit, special permits are to be submitted to the customs.

The import of foreign cash into the Republic of Belarus by physical persons is not limited provided that other customs formalities are observed.

The export of payment documents in foreign currency from the Republic of Belarus and their import into the Republic of Belarus by physical persons are carried out without the limitation of their amount provided that all necessary customs formalities are observed.

The export of Belarusian rubles in cash from the Republic of Belarus by physical persons is allowed in the amount of no more than 100 (one hundred) minimal wages, established in the Republic of Belarus, per person.

The import of Belarusian rubles in cash into the Republic of Belarus by physical persons is allowed in the amount of no more than 100 (one hundred) minimal wages, established in the Republic of Belarus, per person.

The import of personal property into the Republic of Belarus:

Following items may be brought to Belarus without paying customs duties:

private property (except furniture, vehicles, car bodies and agricultural products that fall under special regulations), the customs value of which does not exceed US$ 1000 per person;

goods for non-commercial purposes regardless of their customs values, including furniture and one vehicle, imported by a person, who moves into the Republic of Belarus for permanent residence, provided that they are imported onto the customs territory of the Republic of Belarus from the country of the previous residence within six months, beginning with the day of the arrival for permanent residence;

goods for non-commercial purposes regardless of their customs values, including furniture and one vehicle, which were inherited outside the territory of the Republic of Belarus by the resident of the Republic of Belarus;

agricultural products, which total weight does not exceed 10 kilograms per person;

no more than 3 liters (about 5,25 pints) of alcohol beverages per person, that has reached the age of 18;

200 cigarettes or 200 grams of tobacco or other tobacco products per person, that has reached the age of 18;

no more than 5 jewelry items;

no more than 3 natural leather or (and) fur clothes items;

no more than 1 video-recording or video-playing units per person, that costs no more than US$ 1000 (one thousand United States dollars);

imports of personal property (except furniture and vehicles, to which a special procedure is applied), acquired outside the customs territory of the Republic of Belarus valued from US$ 1000 to $10000, are levied by the customs duty of 30% from the customs value.

The export of personal property from the Republic of Belarus:

Except as otherwise stipulated by the legislation of the Republic of Belarus, the following goods are exempt from customs duties when exported from the Republic of Belarus:

Personal property with customs value under US$ 10000;

Personal property sent by international mail valued under US$ 2000;

Goods for non-commercial purpose regardless their customs value, exported by a person, who leaves the Republic of Belarus for permanent residence in another country. These goods (including vehicles), exported by this person, should be in possession of or in use by this person or by the members of his/her family on the territory of the Republic of Belarus. The right to transfer such goods, which are exempt from customs duties, through the customs border of the Republic of Belarus remains in force within six months, beginning with the day when the person, who exports such goods, leaves the country for permanent living abroad.

private property (including vehicles) regardless their customs values, temporally exported by the residents of the Republic of Belarus for the period of their presence outside the Republic of Belarus;

goods, which do not belong by their nature to personal property, and with the customs value under US$ 1500, except the goods, which are exported according to special permissions (licenses), issued by the republican bodies of the state government and other governmental bodies, which are empowered to issue such special permissions (licenses) according to the legislation of the Republic of Belarus.

Hey Khash,

I know it's an old post, but thanks for the Belarus info. I've got a few questions. It talks of 3 liters of alcohol. I'd like to bring a couple of bottles of California wine. Is this included or is this only "hard liquor".

I'd like to bring a video camara, and since the flight as you know runs anywhere from 12-15 hrs I'd like to bring a portable DVD player. How strict is this??

Also I didn't receive any info from you on ATM cards. What ATM cards here can they use in Belarus??
