its from when russia joined. that time its was more political. now with a new Pr. its could be time to set things rigth. but now russia should be there.

Yes I think they could have an important part to play-but there are other political issues that look like getting in the way.
First and foremost Russia must make sure they are seen as a player and team member instead of the self opinionated decision maker that she has shown herself to be since a revival of her fortunes.
In particular Russia should not make big issues of trying to capitalise on her own growth by looking down on other members.
There are good reasons to suspect that it will not be harmony all round.
