Moscow road police now use special hi-tech devices for an extra clear view of the road under surveillance. As everyone knows, the higher you are the better view you have. In this case road policemen of Moscow use those stilts to get the best view. And they say Moscow isn't a circus..........

Looks likesome kind of show...funny thing is that those trucks are probably in better condition than most of those on the roads today.
Cant find any clues since the reg plates and the coppers badges arent clear.......Cheburashka is prob the only one to answer this.
