Russian Visa--obtained away from home?

Since time is getting close to my trip, I am most likely cutting the Russia portion of it.

But a thought crossed my mind......does an American HAVE to get the visa in the US? Or could I get it in, let's say, the Russian consulate/embassy in Germany or Ukraine?

I was thinking, I might be able to get accomodations while in Ukraine, and tack it onto the end of my trip. Is this something that is do-able??

Call the Russian Embassy and find out. I've never heard of anyone trying this but it might work.. Is it too late to get the express service?
