Metinvest, the steel holding company controlled by Ukraine’s richest individual, Rinat Akhmetov, on Tuesday announced plans to pursue a multi-billion-dollar merger with Smart-Holding, a smaller Russian-Ukrainian steel group which also has interests in a Bulgarian mill.
