Health Insurance as an option for residents?

While I am aware that if Russians want to exercise any degree of choice over their health care they pay for it - normally at the time of need.
However, does health cover in the form of health insurance exist in any of the larger cities for those that want to purchase it?

This question is related to Russian citizens rather than ex pats in residence.
