In a recent speech delivered in Kiev, the former German Chancellor Gerhard Schroeder stated that the access of Ukraine to the EU depends on four conditions: the progress of democracy in Ukraine; the fulfillment of the institutional reforms in EU; the improvement of the Russian-Ukrainian relation; the strategic rapprochement between EU and Russia.
