More Russian Government CRAP!

My wife is finally thinking about visiting home now. Seems there is another hurdle to cross involving her internal or local passport. By law...this passport has to be renewed at age 45 so the photo is current. She renewed it at age 44 just before she came her because she still had the old soviet passport and it was a requirement. Well....she will have been here 2 years past her 45th birthday. Yeap... seems they will fine her for not renewing her passport on her 45th birthday. This fine seems to be somewhere between $500+$1000 depending on the timeframe. If I understood what my wife was explaining to me about what she found on the internet...the fine could be 1500 Roubles/month. She said this was for Moscow and different cities might be less. I THINK NOT!

Any comments or more knowledgable information about this?

It's from 1500 to 2000 roubles and it's possible to avoid the fine if you can prove that you have valid reasons for not prolonging your passport on time and didn't cause any harm by this action

It's the same for Moscow and other cities because it's a federal law. She misunderstood something. And she actually doesn't need her local passport. When she enters Russia she must show her valid INTERNATIONAL passport. International passport is also accepted as an ID instead of local one in many cases.

Seaveiw! Thank You very much! She was told by another lady on a forum who is about to go back(For her $300-$500 in Moscow). She did some internet research...this is where she somehow drew her conclusion...or maybe I didn't exactly understand what she was saying...IE maybe she said 1500 after so much time had passed. I also thought as you about the international passport.

I think that lady was talking about prices for changing her local passport. It may be a bit of a pain if an applicant is pressed for time which nearly always the case with people who came to Russia just for one or two weeks. A normal charge is about 500 roubles but it takes about a month or so. When somebody wants to change his (her) passport in three days it's also possible via special agencies but they can charge you whatever. Up to 2000 USD. It's true.

Anyway, if your wife stays in Russia for a month or more I would advise to change her local passport. She might need it for such actions as selling property, inheriting something form her relatives and so on.

I ended up buying them a present last summer, equivalent of about 1000 rubles, and they waived my fine and did my passport in 1 week.

You are that very person who feds curruption.

Ps About fee.
Accoding to the law and amount of that penalty is variouse from 15 till 25 min salaries ( in penalty case one minimum salary in Russia is 100 rub So it will be 1500-2500 rub in whole, not more. ) And it's charged NOT for delaying with exchaning of domestic passport but for staying at permanent/temporary residence at RF territory without proper documents/registration. ( it's different "crimes" ) So if milicia can't prove that you were at RF territory without proper document more than 10 days ( and you were not as you lived abroad and can prove that somehow) you are free from such penalty at all.

There are some other nuances in this business in dealing with this particular law in Russia. But anyway it's nessessary to know laws first of all ( but not just cry how bad they are paying bribes at any opportunity at the same time which is crime is well BTW)

"Free from penalty" certainly fits what my wife experienced. Both her passports had expired, but she was able to renew her international passport at the Russian consulate in Houston. (And very nice they were -- friendly, helpful, and speedy. Same way with getting our son's Russian citizenship done.)
When she was in Ekaterinburg, she renewed her internal passport with no problems and registered as living permanently abroad.
