Living in Russia

Until last summer (I learned of this way to late), it was possible for spouses of Russian citizens to get Russian citizenship for about $800 and a lot of paperwork. By doing so it was possible to avoid the visa hassles every time you went to Russia to visit kinfolks. (No, you don't have to give up your US citizenship -- though the State Department recommends that you not hold dual citizenship, it IS legal).
The laws changed last summer, and the final regulations haven't been promulgated and sent to the consulates, yet. Maybe, never. :-)
I have searched the Russian Embassy and Consulate sites, and sought advice from professional firms -- all to no advantage.
Question:
Does anyone have any experience with getting Russian citizenship or the equivalent of permanent residency ("green card") in Russia?

As far as I know, you have to live there for a certain period of time now to get it. Before that was not necessary-- I wish I had done it then also.
