OSLO, Norway (AP) - After tempestuous talks with their Russian counterpart on missile defenses, NATO foreign ministers on Friday turned to other issues that risk upsetting Moscow - Kosovo, the further expansion of the Western alliance and a drive to build closer relations with Ukraine.
