Text of report by Ukrainian news agency UNIAN Kiev, 4 October: The National Council for TV and Radio Broadcasting of Ukraine has introduced a simplified system for licensing broadcasts, its board member, Yuriy Plaksyuk, said at a briefing in Kiev today.
